In 2006, Eagle County approved the Willits Bend PUD as a mixed-use commercial and light industrial project, originally envisioned with owner-occupied live/work units across nine condo buildings. Only two—blue and yellow—were built in phase one.


In 2008 and 2021, housing developers EPC and Toy Cellar Corporation acquired land parcels to improve the site and offer quality long-term rentals, helping address the Roaring Fork Valley’s housing shortage. Building orange was added in phase two with a 50% residential focus.

Willits Bend sits on a 4.6-acre parcel in Unincorporated Eagle County.  In addition to the current owner-occupied units, there is one dilapidating single-family residence being used as a commercial space, and three industrial buildings which are rundown and out of context with the current neighborhood design and quality.

The PUD designation enables and encourages flexibility and innovation in the development process, which results in a more desirable environment than would be possible through the strict application of conventional zoning.
Why PUD's
Matter?
PUDs present advantages to the community-at-large because they facilitate a higher quality design and site planning and offer a greater variety of solutions to building challenges.  PUDs also seek to preserve natural, historic, cultural, and scenic features on the land being proposed for development.  
Approval
Process
Because PUDs require Eagle County Commissioner approval, they are voted on at public meetings with public hearings and community input as integral aspects of the process.

The property owners have submitted what is formally known as a Planned Unit Development (PUD) amendment application to Eagle County requesting to modify the existing permitted uses to provide much needed housing for the local work force, to enhance outdoor amenities, and better integrate Willits Bend into the adjacent pedestrian and multi-modal transportation network.
